Waste Tire Manifest System


Businesses that generate waste tires on a regular basis are required to participate in the State Waste Tire Manifest System, which is summarized below. The manifest system tracks waste tires from generator to destination site, ensuring proper disposal and preventing dumping. Waste Tire Manifest System Summary

All waste tire generators must get a Tire Program Identification Number (TPID#) from the State (no fee). This number goes on manifest forms that are required for documenting each waste tire disposal transaction. Generally, the waste tire hauler will supply the waste tire manifest form, but it is ultimately the responsibility of the waste tire generator to provide the form. Forms are provided at no charge by the State.

The waste tire manifest form is a three-copy document (see copy of properly completed form). The waste tire generator must distribute individual copies of the completed form as follows:

  • Top (white): generator sends to CIWMB (pre-addressed, postage-paid self-mailer) within 90 days of tire pickup by hauler (the sooner the better)
  • Middle (yellow): hauler keeps for their records
  • Bottom (pink): generator keeps at their place of business for a minimum of 3 years

When received, the State scans the forms and enters the information into a database. This information is then reconciled with the information provided by haulers on the Trip Log form. For more information, email or call the City's Waste Tire Enforcement Program at (510) 637-0251.
