Winter Storm Report - February 26 - 27, 2006

Mr. Mayor, Madam City Administrator, and City Council Members,

PWA staff prepared and responded well to the storm this past couple of days.  Even though Oakland received a little more than an inch of rain, no calls were received on Sunday, and only 10 calls were received on Monday related to the storm. Crews responded quickly to 6 tree-related calls and 2 calls each for Sewers and Storm Drainage problems.

Forecasts are predicting that two storm fronts approaching the Bay Area from the Gulf of Alaska are expected to bring 0.5 to 1 inch of rain each on Wednesday and Thursday.  PWA crews continue to proactively prepare for winter storms, by performing pre-storming activities like inlet cleaning & visiting historic drainage structure hotspots.

Winter storms began late Sunday afternoon dropping a total of 1.06 inches of rain over the 24-hour period ending Monday at 4:00 p.m.  The Tree Services standby crew responded to two calls Sunday evening.  Both calls were received at 5:40 p.m. from Fire Alarm Dispatch.  The crew completed the work and returned to the yard at 8:30 p.m.  There were two storm drain-related calls that came into the Call Center during normal business hours.

Eighteen sandbags were distributed by Public Works’ staff to citizens for use on private property.

Location of Calls:

  1. 452 Newton – Removed cracked limb hit by truck.
  2. 2400 block of Mountain Boulevard – Removed broken, hanging limb over curb.
  3. 6751 Sims Drive – Sewer leak behind property, near manhole cover between neighbor and above property.
  4. High Street/Allendale Avenue – Water over sidewalk.
  5. 1055-8th Street – Water above sidewalk.
  6. 45th Street/Martin Luther King Jr. Way – Storm drain plugged.
  7. 1200 block Jackson Street.- An 18" diameter limb broke from a ficus tree growing on Post Office property. The limb blocked the sidewalk, landed on a mail truck and blocked part of a traffic lane. We cleared everything but left the majority of the material on the post office lawn for them to complete the debris removal. Completed at 10:15 p.m.
  8. 1521 Leimert - A large incense cedar growing on private property uprooted and smashed a car parked on the street. The tree blocked the sidewalk and closed the street. The crew was unable to do the work with the equipment on hand. The large crane was needed and it was in the shop. Incomplete at 11:15 p.m. (A day-shift tree crew was assigned to start early, at 5:00 a.m., remove the jib from the crane, and operate the truck in its shorter configuration. The road was cleared and the job completed by 9:00 a.m. today.)
  9. 5200 block Park Blvd - A limb fell from a blackwood acacia tree growing on Montclair Golf Course property, blocking a lane of traffic. Someone had cut and stacked the debris along the road edge, clearing the street before we arrived. We left the debris for clean-up by a day-shift crew. Incomplete at 11:35 p.m.
  10. 6300 Estates - A four-foot diameter eucalyptus tree growing next to the road dropped a large limb and blocked the street. The debris was removed. Completed at 1:05 a.m.

  • West Oakland Library – Roof leak over Circulation desk and Children’s Reading Room - In process of repair
  • MSC Building #4 – Men’s room hallway area - Repaired

In closing, our staff remains extremely responsive and continues to work on some of the remaining work and will continue to prepare for our next storm events.  In will keep you posted should new developments occur.
