Winter Storm Report - March 20 - 21, 2006

Mr. Mayor, Madam City Administrator, and City Council Members:

A cold storm front from the Gulf of Alaska brought 0.59 inches of rain to Oakland, beginning Monday, March 20, through Tuesday, March 21.

Seven mudslides were reported.  Landslides are typically associated with periods of heavy rainfall (or rapid snow melt), and tend to worsen after the ground is saturated from previous storm events.

Overall warmer temperatures are expected today and Thursday, along with longer days.

The next weather item of interest will be an incoming cold front late Thursday night.  This would bring rain into the North Bay by around midnight and into the rest of the Bay Area by sunrise Friday.  Rainfall with this system will be on the light side.  Then on Saturday, the cold upper trough passes overhead with more cold showers for the entire region.

A drying trend is forecast Saturday night through most of Monday.  Then another potentially strong storm is forecast to arrive late Monday night into Tuesday.  This system will have to be watched with interest with the potential for strong winds.

Location of Problem Areas

  • Elverton Drive/Thorndale – Elverton Drive between Skyline and Thorndale is closed to all traffic because of further erosion of the street due to recent storms.  Continuing erosion caused a sewer line to break (approximately 6 feet of the road caved in).  Sewer construction crew completed a temporary repair of the sewer line at 1:30 p.m., Tuesday, March 21st.
    • Closure of the road to all traffic does not affect citizens’ ingress/egress to their private property.  PWA Engineering staff has evaluated the situation and is working on a permanent repair.
  • 44 Cortez – Continuing erosion on private property caused some concern about City sewer easement running along the slide area.  Sewer crew televised the line located on the easement and found our main in good condition and line intact.

  • Fire Station 28 - Leak in dorm area - Repairing
